Workfare Training Support (WTS)
The Workfare Training Scheme (WTS) encourages low wage workers to upgrade their skills through training, so that they can improve their employability and upgrade to better jobs. WTS is open to Singaporeans who meet eligible criteria.
Through WTS, low wage workers can benefit from higher course fee support when they sign up for any Workfare Skills Qualifications (WSQ) courses at a Continuing Education and Training (CET) Centre.
Funding under Workfare Training Scheme for Employers The Government will provide 95% course fee support and absentee payroll funding company sponsored trainees earning below $1,400 per month. Workers earning $1,400 to $1,700 per month will enjoy 90% course fee support and absentee payroll funding.
Funding under Workfare Training Scheme for WorkersUnder WTS, low wage workers who enrol themselves for training under the Employability Skills (ES) and Workforce Skills Qualifications (WSQ) frameworks at CET Centres will be able to enjoy higher course fee support. The Government will similarly provide 95% course fee support and absentee payroll funding company sponsored trainees earning below $1,400 per month, and 90% course fee support and absentee payroll funding for workers earning above to $1,700 per month.
To be eligible, individuals must be:
- A Singapore Citizen and a Workfare Income Supplement (WIS) recipient, proof of eligibility status is required and
- Aged 35 & above and
- Have average monthly salary of S$1,400 - $1,700 per month (Depending on declared income, different subsidy rates apply)

If you do not meet ALL of the above criteria, you will only be eligible for 90% course fee support.

Application and Claim Processes For employer-sponsored trainees under Workfare Training Scheme, employers are to pay the 10% nett course fee per participant to the CET Centre. Employers will need to submit a training grant claim via SkillsConnect for:
- Reimbursement of the additional course fee funding which they are entitled to under WTS and
- The enhanced absentee payroll funding
